I went to Value Village and found the wedding dress. I used things around my house for the rest. I wore a backpack to keep the dress above my head. I built a frame out of water noodles and dowling to go in the backpack. The bodice is leftover packing material and a leftover sour cream container for the neck. I covered it with landscaping fabric for the gray look. The arms were the inverse of glow sticks from Trailblazer games. I bought white slipper socks for $4.97; my dress was $5.99; gray make up for $1.00. Fun to make and cheap.
